"Importing" a tnsnames.ora file in Oracle typically means placing the file in a location where Oracle client software and tools (like SQL Developer, Toad, SQL*Plus) can automatically find and read the connection definitions.

In 123Cluster you can easily do it, without a necessarily complicated setup.
Navigate to the Inventory area in the right section of the screen.
Select Standalones and click on Import from tnsnames.ora
A new window will appear.

Click on Choose button and select a destination of your pre-saved tnsnames.ora file.
Select Upload to complete your action.

Your configuration path will look like this:
Inventory area → Standalones → Import from tnsnames.ora → click Choose → Click Upload
